Member's Bio
Ms. Lorraine Eyetsa Ocloo is a digital transformation strategist, technology leader, designer, educator and
public sector executive with extensive experience leading digital innovation, institutional reform and
strategic transformation initiatives across government, education and the creative industries.
She currently serves as the Head of Digital Transformation and Innovation at the Ghana School of Law,
where she leads enterprise technology, digital governance, cybersecurity, data management and
institutional modernisation programmes. She has also been designated as the Director of Digital
Transformation and Innovation for the emerging Council for Legal Education and Training (CLET),
supporting the implementation of Ghana’s legal education reforms.
Beyond the legal education sector, Lorraine has a longstanding commitment to Ghana’s creative and
cultural industries. As Head of Auxiliary Arts of the Ghana Culture Forum, she contributes to strengthening
collaboration across the cultural ecosystem, promoting innovation, supporting policy dialogue and
advancing the role of technology in preserving, promoting and growing Ghana’s arts and cultural heritage.
Her professional background spans public administration, executive leadership, design, digital strategy,
enterprise architecture, project management and organisational transformation. She has served in senior
roles at the Office of the President of Ghana and has contributed to several national reform and
institutional development initiatives.
Originally trained in African Studies and History, Lorraine combines creative thinking with technology and
governance to develop practical solutions that improve service delivery and institutional performance. She
is passionate about the intersection of culture, creativity, technology and sustainable development, and
advocates for the digital preservation and global promotion of Ghana’s cultural assets.
Her areas of interest include digital transformation, cultural heritage digitisation, design innovation, public
sector modernisation, digital governance, artificial intelligence, knowledge management and creative
economy development.
